resolution and weight of the image

Little problem to finalize the use of your plugin.
I configured the plugin of custom fields (sending images by email because impossible here).
The resolution is not the right one.
1 / Is the order important?
2 / Do you automatically distribute the image in responsive mode for the mobile?
In extensions I often see a different choice of settings for displaying in an article depending on the screen, tablet or mobile! Suggestion!

I was able to download a photo of 8 MB, with a slow download time (logical).
Currently the message indicates the size (server but on size): "Maximum download size: 128.00 MB"
3 / How to limit the size of the downloaded photo between 4 and 8 MB?
Can you answer these questions and my previous ones (other thread)

A/ As I understand it the display is managed by css. okay
But it is necessary to indicate several sizes (S, L, ...)
A priori order does not matter, but I will tend to put all sizes everywhere !! to help load the best size for each screen.
How to determine this?

B/ For size, I understand. my question is rather how to prevent someone from downloading an image of 5mo (eg).
He will believe that the loading time comes from the site while it is his image that is too big.
Would it be possible to have a max file limit setting to download and tell him this message rather than letting him believe he can download a file up to 128 MB !!
